Smart and Circular Lighting for Arnhem Municipality

ITN/TRILUX Partnership Powers Lighting Solutions at Centraal and Musis Parking Garages

In 2020, after a public tender process, the ITN/TRILUX partnership was awarded a project to upgrade the lighting in two of Arnhem’s parking garages, Centraal and Musis. This collaboration turned out to be highly effective: ITN contributed extensive installation and maintenance expertise, while TRILUX brought in-depth knowledge of lighting systems, controls, and a strong commitment to product sustainability and circularity. Raymond van Dijken, Sales Manager for TRILUX Benelux, was closely involved with the project: “Our proposal was not the cheapest, but it provided Arnhem with the most comprehensive solution, aligning with their technical, sustainable, and circular goals.”

Public Tender Process

“We actually began working on this project over some years ago,” van Dijken explains. “We explored ways to participate in public tenders and came across Arnhem’s request for proposals to renovate lighting in two of their parking garages. Due to the tender criteria, we could not participate as a manufacturer alone, so we partnered with ITN to jointly submit a proposal.”
 

Quality over Cost

Van Dijken continues: “The standout feature of this project was the assessment criteria. Of the total 600 points available, only 200 were based on price, with the remaining 400 awarded for quality criteria—an area where TRILUX delivers unique value. We focused our proposal on smart systems and a circular approach for recycling the old luminaires. The municipality wasn’t looking for a one-time transaction but rather long-term support for their lighting needs. That’s why a ten-year maintenance contract was included in the deal.”
 

Wireless Network

When it comes to smart systems, Martijn den Besten is the go-to expert. As Business Development Manager, he oversees the rollout of lighting solutions and services. "For the Arnhem municipality project, we partnered with MyMesh. The fixtures in the parking garages are equipped with sensors and nodes for wireless control and intercommunication via MyMesh, all connected to our LiveLink Premium light management system. In simple terms, there was no need to install a DALI control line in the garage to manage the settings and scenes. By default, the luminaires are dimmed to a base light level to enhance efficiency and extend lifespan. Additionally, specific scenes have been programmed for certain parking levels. In areas without vehicle or pedestrian presence, the lighting dims even further from the base level. When movement is detected, it immediately returns to the base light level. This setup offers an additional CO₂ savings advantage."

The Circle is Complete

Sustainability and circularity were also key criteria in the project, and TRILUX provided an excellent solution to meet these requirements. Van Dijken explains: “ITN removed the old fixtures from the parking garages and collected them centrally, then transported them to the Recycle Service Center in Amsterdam. There, the fixtures were completely dismantled: optics, housings, clamps, ballasts, electronics, and lamp sockets were all processed separately. The optics and housings were recycled into high-quality granulate. This granulate is of such quality that our factory in Zaragoza can reuse it as raw material for the production of new, waterproof fixtures.”
